Costco is not a direct insurance underwriter or claims administrator. Instead, travel protection plans offered through Costco Travel are underwritten by established third-party insurance providers, primarily Zurich American Insurance Company (or Cover-More, a Zurich company, in select markets).

Understanding the coverage options, financial limits, time-sensitive waivers, exclusions, and cost factors of travel insurance available through Costco in 2026 requires examining how these plans function during both domestic and international travel.

Structure and Administration of Costco Travel Protection

Travel insurance policies made available through Costco Travel operate under a third-party partnership framework.

Key Administrative Terms

Role of Costco Travel: Acts as a booking platform and distributor. Costco does not assume insurance risk, process claims, or guarantee policy approvals.
Primary Underwriter: Coverage is underwritten by Zurich American Insurance Company or its subsidiary, Cover-More. The insurance contract is strictly between the traveler and the underwriter.
Purchase Availability: Plans are generally offered as an optional add-on during the checkout process when booking a package through Costco Travel. In most jurisdictions, policies are available to active Costco members residing in covered regions, excluding specific states or territories where distinct local regulations apply (e.g., New York state variations).
Standalone vs. Bundled: These plans are designed primarily to protect trip investments booked through the Costco Travel system rather than functioning as general standalone travel medical policies purchased separately from third-party brokers.

Core Coverage Categories and Limits

The travel protection plans distributed through Costco Travel include a combination of trip disruption benefits, emergency medical provisions, baggage protections, and 24/7 assistance services.

1. Trip Cancellation and Interruption

Trip disruption features are designed to protect non-refundable, prepaid trip expenses if a vacation must be canceled prior to departure or cut short mid-trip due to a covered event.

Trip Cancellation: Reimburses up to 100% of non-refundable, prepaid trip costs if the trip is canceled prior to scheduled departure due to a covered reason. Covered reasons typically include unexpected sickness, injury, or death of the traveler, a traveling companion, or an immediate family member; severe weather causing common carrier delays; jury duty; mandatory evacuations at the destination; or covered job loss.
Trip Interruption: Reimburses up to 150% of the prorated, unused non-refundable trip cost, plus additional economy transportation expenses required to return home or rejoin the trip if an interruption occurs due to a covered event.
Cancel For Any Reason (CFAR) Upgrade: In eligible jurisdictions and when purchased within a strict time-sensitive window after making the initial trip deposit (typically within 14 to 21 days), an optional CFAR add-on may be available. CFAR generally reimburses up to 50% to 75% of non-refundable trip costs if a traveler cancels for reasons not otherwise covered by the standard policy, provided cancellation occurs at least 48 hours prior to scheduled departure.

2. Emergency Medical and Evacuation Benefits

Health insurance plans based in the United States, including Medicare, often provide limited or zero coverage for medical care outside the country. Travel protection plans help bridge this financial gap.

Emergency Medical Expense: Provides reimbursement for emergency medical, surgical, or hospital expenses incurred as a result of a sudden illness or accidental injury occurring during the trip. Coverage limits for standard international plans typically reach up to $200,000 per insured traveler.
Emergency Dental Expense: Provides limited coverage (typically up to $1,000) for emergency dental treatment required due to an injury or sudden infection during travel.
Emergency Medical Evacuation and Repatriation: Covers physician-ordered transportation to the nearest adequate medical facility, or medical repatriation to the traveler's home country, if local facilities cannot provide adequate treatment. Limits for emergency evacuation typically reach up to $1,000,000 per insured.
Hospital Guarantee Charge: Includes assistance with advance hospital deposit guarantees (often up to $15,000) when foreign hospitals require immediate payment verification prior to admission.

3. Travel Delay and Missed Connections

Delays caused by severe weather, mechanical equipment failures, or air traffic control mandates can create unexpected out-of-pocket expenses.

Travel Delay Benefit: Reimburses reasonable additional accommodation, meal, and local transportation costs if a trip is delayed for a specified minimum period (typically 5 to 12 hours) due to a covered reason. Coverage limits generally cap at $2,000 per traveler (subject to a daily maximum of approximately $200 to $500 per day).
Missed Connection Benefit: Reimburses up to $1,500 to $2,000 for additional lodging, transportation, and unused non-refundable package portions if a traveler misses an air or cruise connection due to a covered delay of 3 hours or more.

4. Baggage and Personal Effects

Belongings that are lost, stolen, damaged, or delayed during transit are addressed through personal property provisions.

Baggage and Personal Effects Loss: Reimburses up to $3,000 per traveler for lost, stolen, or damaged luggage, passports, or personal articles. Per-item limits (often $500 per item) and sub-limits on high-value items (such as electronics or jewelry) apply.
Baggage Delay: Reimburses necessary personal purchases—such as toiletries, change of clothes, and essential personal items—if checked baggage is delayed by a common carrier for more than 12 consecutive hours. Coverage caps typically range around $200 per traveler.

5. Rental Car Collision Damage Coverage

When booking rental vehicles through Costco Travel, rental car damage protection may be included or offered as an optional add-on.

Coverage Scope: Reimburses physical damage, theft, or collision repairs for an eligible rental vehicle, typically up to $50,000 per rental agreement.
Primary vs. Secondary: Depending on state law and specific plan language, this benefit often serves as primary coverage, meaning claims are processed directly through the travel policy before involving the driver's personal automobile insurance.

Time-Sensitive Provisions and Pre-Existing Condition Waivers

One of the most important aspects of evaluating any travel insurance policy is understanding how pre-existing medical conditions are handled.

Understanding the Pre-Existing Condition Exclusion

Standard travel insurance policies generally exclude claims resulting from a pre-existing medical condition—defined as an illness, injury, or medical status for which the traveler received medical advice, treatment, diagnosis, or medication changes within a specified look-back period (typically 60 to 180 days prior to purchasing the policy).

Qualifying for the Pre-Existing Condition Waiver

To receive coverage for pre-existing medical conditions, travelers must meet specific time-sensitive criteria:

Purchase Deadline: The travel protection plan must be purchased within a strict window following the initial trip deposit (commonly within 14 to 21 days).
Full Trip Cost Insured: The traveler must insure 100% of all non-refundable, prepaid trip costs that are subject to cancellation penalties.
Fitness to Travel: The traveler must be medically stable and physically fit to travel at the time the insurance premium is paid.

Cost Factors and Premium Calculations

The cost of travel protection plans offered through Costco Travel depends on several risk variables rather than a single flat fee.

Total Prepaid Trip Value: Higher non-refundable trip costs directly increase the baseline premium, as the insurer assumes greater financial risk under trip cancellation and interruption provisions.
Age of Travelers: Older travelers face higher premium rates due to increased statistical risks of medical emergencies during travel.
Destination and Trip Duration: International itineraries involving remote destinations or longer travel durations typically carry higher premiums than brief domestic trips.
Selected Add-Ons: Incorporating optional coverage upgrades, such as Cancel For Any Reason (CFAR) or enhanced rental car collision protection, increases the total policy cost.
Estimated Pricing Benchmark: For standard international vacation packages or cruises, travel protection plans generally cost between 5% and 10% of the total non-refundable trip value.

Key Exclusions and Limitations

Travel protection plans contain explicit boundaries defining what is not covered. Reviewing policy exclusions prevents misunderstandings during the claims process.

Uncovered Reasons for Cancellation: Changing one's mind, fear of travel, mild weather that does not disrupt transit, or general personal inconvenience are not covered under standard trip cancellation benefits.
Extreme Sports and High-Risk Activities: Participating in professional athletic events, mountaineering, skydiving, or specialized motor sports often requires specialized riders or is excluded entirely.
Intoxication and Illegal Acts: Claims directly resulting from drug abuse, illegal activities, or alcohol impairment exceeding legal limits are routinely denied.
Losses Covered by Common Carriers: Claims for delayed or damaged baggage must first be reported to the airline or cruise operator, as primary recovery is expected from the carrier before supplemental insurance steps in.

Frequently Asked Questions (FAQ)

1. Does a Costco membership automatically include free travel insurance?

No. Costco membership does not include complementary travel insurance. Travel protection plans are optional, separate policies available for purchase when booking travel packages, cruises, or rental cars through Costco Travel.

2. Who underwrites the travel insurance offered through Costco Travel?

Travel protection plans offered through Costco Travel are underwritten by third-party insurance providers, primarily Zurich American Insurance Company or Cover-More.

3. Does the policy cover pre-existing medical conditions?

Pre-existing conditions may be covered if the traveler satisfies specific policy requirements, such as purchasing the plan within the required time window (usually 14 to 21 days of initial trip payment) and insuring the full non-refundable trip value.

4. Can I buy travel insurance through Costco if I booked my trip elsewhere?

Generally, travel protection offered through Costco Travel is designed to cover vacation packages, cruises, hotels, and car rentals booked directly through the Costco Travel platform. Independent bookings made through other agencies usually require third-party policies purchased directly from an insurance provider or broker.

5. What is Cancel For Any Reason (CFAR) coverage, and is it available?

CFAR is an optional coverage upgrade that allows travelers to cancel a trip for reasons not listed under standard cancellation provisions. When available, it must be purchased shortly after making the initial trip deposit and usually reimburses 50% to 75% of non-refundable costs.

6. Does credit card travel coverage make buying an extra policy unnecessary?

While some premium credit cards offer built-in travel protections, card-based benefits often feature lower medical emergency caps, stricter delay thresholds, or secondary coverage rules. Reviewing both credit card policy terms and standalone insurance coverage limits helps determine if supplemental insurance is necessary.

7. How are insurance claims submitted?

Claims are processed directly through the underwriter's claims portal (such as Cover-More or Zurich), not through Costco Wholesale. Claimants must provide documentation, including receipts, medical records, proof of cancellation, and common carrier delay reports.
